Institutional Framework
The 2026 Angola International Tourism Fair (BITUR) is an event organised by the Tourism Promotion Institute (INFOTUR), an agency overseen by the Ministry of Tourism (MINTUR). Its aim is to bring together the leading national and international tourism operators, creating a platform for networking, promotion and business opportunities in order to strengthen and promote tourism in Angola as a competitive destination in the regional and international markets.
This document sets out the Terms of Reference for BITUR ANGOLA 2026, which will take place from 20 to 22 November this year at the Arena Group Tents, at the Port of Luanda.
The Angolan government, through MINTUR, has developed initiatives to boost the growth of tourism both domestically and internationally. These actions aim to foster greater interaction among industry stakeholders, public institutions, investors and private companies, enabling projects and encouraging entrepreneurship in the sector in order to create jobs, improve service quality and enhance the competitiveness of tourist destinations.
Positioning
Strategic Vision & Programme Structure
Fourteen years after the first Angola International Tourism Fair, the current edition aims to take on a symbolic and strategic role, establishing itself as a milestone in consolidating the national tourism promotion policy and raising the international profile of Angola as a destination. Under the theme “Angola Like Never Before”, the event is both an invitation to rediscover the country and an opportunity to reveal to the world what we consider one of Africa’s best-kept tourism secrets.
In this context, the fair is being designed with a distinctive programme structure geared towards meeting the sector’s promotion, cooperation and investment needs. The first day will be particularly dedicated to business-to-business activities, with the Angola International Tourism Forum as a highlight. The Forum is designed as a space for strategic reflection and dialogue among public decision-makers, investors, tourism operators and industry experts. This opening session aims to lay the groundwork for an in-depth discussion of global tourism trends, investment opportunities and strategies for positioning Angola competitively on the international tourism stage. It will be followed by a lunch break and conclude with a networking session at the end of the day.
More broadly, the event will provide a privileged platform for interaction and exchange among national and international tourism operators, promoting commercial partnerships, the development of new tourism products and stronger cooperation networks among the various stakeholders in the tourism value chain.
At the same time, the initiative aims to stimulate domestic tourism by strengthening citizens’ knowledge and appreciation of the country’s natural, cultural and historical heritage. It also seeks to promote Angola’s vast tourism potential in international markets, positioning the country as an emerging and strategic destination on the African continent.
The programme will include thematic exhibitions, panel discussions, networking sessions, institutional presentations and opportunities to share best practices, providing a showcase for innovative initiatives and strategic projects for national tourism. The model adopted will be open, participatory and inclusive, encouraging the active involvement of public bodies, private operators, local communities, academic institutions and international partners.
The new edition of the Angola International Tourism Fair therefore establishes itself as a strategic platform for promotion, dialogue and investment, designed to strengthen Angola’s position on the international tourism map and consolidate tourism as one of the fundamental pillars of the country’s economic and social development.
Destination Narrative
Nation Brand – Angola Like Never Before
INFOTUR, in coordination with its strategic partners, plans to hold BITUR Angola 2026 under the theme “Angola Like Never Before”. This theme is not merely a campaign tagline, but a place-marketing imperative designed to catalyse a paradigm shift in Angola’s image abroad.
This theme conveys a clear strategic intention to reposition Angola’s tourism image in both the international market and the African regional market. This narrative seeks to change existing perceptions and introduce a new, multidimensional view of the destination.
Internationally, the country has largely been perceived through the lens of its recent history, the oil sector and economic reconstruction. By adopting the theme “Angola Like Never Before”, the aim is to symbolically mark a new phase for the nation brand, communicating that the destination is ready to be discovered from a fresh perspective.
Strategically, the destination will be presented through three fundamental pillars:
- Redescobrimento, convidando os mercados emissores a desconstruir preconceitos e a experimentarem uma oferta diversificada e inexplorada;
- Maturidade do sector, que demonstra que Angola tem dado passos concretos para melhorar a sua infraestrutura, serviços e hospitalidade possuindo um ecossistema pronto para competir em padrões internacionais; e a
- Diferenciação competitiva, oferecendo diversidade, autenticidade e ineditismo.
BITUR 2026 therefore stands as a symbolic milestone in this new phase, clearly communicating that the destination is ready to be discovered from a fresh, sophisticated and surprising perspective.
International Spotlight
Guest Country of Honour – South Africa
As part of the strategy to internationalise BITUR and position it as a benchmark platform in the African and global context, introducing the role of “Guest Country of Honour” is essential to enhancing the event’s appeal, promoting strategic partnerships and stimulating bilateral tourism flows.
For the 2026 edition, South Africa is proposed as the Guest Country of Honour, in light of a range of strategic, institutional and economic factors supporting this choice.
First, South Africa stands out as one of the most developed tourism markets on the African continent, with a well-established industry, a strong outbound tourism capacity and recognised expertise in organising and promoting tourist destinations. Its high-level participation in BITUR 2026 will raise the event’s technical and commercial standards, fostering the transfer of knowledge, best practices and innovation to national operators.
Second, it is important to highlight the strengthening institutional and cooperation ties between Angola and South Africa, notably through the memorandum of understanding being prepared between INFOTUR and South African Tourism. Among other measures, this instrument provides for intensified bilateral tourism promotion and the possibility of opening a representative office for the organisation in Angola, marking a significant step in deepening tourism relations.
In addition, the geographical proximity and complementary tourism products of the two countries create favourable conditions for increasing reciprocal tourism flows, helping to stimulate regional tourism in line with the goals of economic integration and mobility in Southern Africa.
Designating South Africa as the Guest Country of Honour will also ensure high-level institutional and business participation by mobilising tourism operators, investors and other industry stakeholders. This will give BITUR 2026 greater international visibility and reinforce its status as a leading platform for business, networking and tourism promotion.
As part of this distinction, special arrangements will be made for the South African delegation, including logistical and institutional support, travel incentives, preferential accommodation terms, a prominent exhibition space and priority inclusion in the event’s communication and promotional activities.
The choice of South Africa as BITUR 2026’s Guest Country of Honour therefore aligns with the strategic objectives of enhancing the fair, promoting Angola as an emerging tourist destination and strengthening regional cooperation. It will make a significant contribution to consolidating BITUR as a benchmark event in the African tourism landscape.
